Disciplinary Action against Paul V. Beals, M.D.
In 2004, the Maryland State Board of Physicians concluded that Paul V. Beals, M.D., had incompetently managed 12 significantly ill patients. The board’s order (shown below), to which Beals consented, called for a $25,000 fine, suspension of his license for two years, and probation for at least five years after the suspension ended. Beals saw the patients while serving as medical director for Innovative Medical Clinics (IMC) in Gaithersburg, Maryland. In each case, he referred the patient for ultraviolet blood irradiation (also called photoluminescence) performed by IMC’s president William F. Eberlin. During the procedure, about 200 cubic centimeters of the patient’s blood was passed through tubing into the device, exposed to ultraviolet light, and transfused back into the patient.
